BIRTH JUSTICE: Advocacy, Legislation and Policy - Doulas4CT

Earth’s Natural Touch: Birth Care & Beyond, inc. is a founding member of The Doulas4CT® Coalition. This coalition was formed in 2019 by organizations such as March of Dimes, Health Equity Solutions, Bridgeport Prospers United Way, as well as doulas, legislators and policymakers, community members, and other stakeholders to address newly introduced legislation around Doulas. Our mission is centered on the experiences and voices of Black women and women of color to ensure access to training and utilization of culturally responsive Doula care. We are dedicated to garnering system support through policy development, utilizing collective power, and building community learning. The coalition is one of the vehicles that we use to provide tools to achieve equitable access to Doula care in Connecticut. Our ENT Birth Justice: Advocacy, Legislation and Policy Transformation Team works with the coalition as a major part of the coalition’s Advocacy Team to address legislative agendas, policies that impact doulas and families, and advocacy in Connecticut.


Our ENT Birth Justice: Advocacy, Legislation and Policy Transformation Team works to champion a transformative agenda that addresses systemic disparities in maternal and reproductive healthcare. Committed to fostering a society where every individual experiences childbirth with dignity, respect, and equal access to quality care, our team tirelessly advocates for legislative and policy reform. We seek to challenge and dismantle discriminatory practices, ensuring that marginalized communities are considered when policies are in place that govern maternal health. This team works to safeguard the birth rights of marginalized people to be able to make decisions around their pregnancies, and to have children in safe, supportive environments by working to destroy inequitable policies, creating systemic change, and assisting with legislative efforts. Through research, education, and collaboration, we aspire to create a landscape where equity and inclusion are embedded in the fabric of healthcare systems, ultimately leading to improved outcomes for all birthing individuals. Our mission is grounded in knowing that by advocating for legislative and policy changes, we can contribute to a future where every pregnancy and childbirth is met with justice, compassion, and the celebration of diversity.

HISTORY OF OUR LEGISLATIVE AND ADVOCACY EFFORTS

Timeline

Getting Started with Policy and Legislation: 2018 - Earth's Natural Touch: Birth Care & Beyond began gathering with local organizations, representatives, legislators, and other doulas to discuss the climate of birth work and family support in the state of Connecticut. 


These group meetings eventually became the Doulas4CT® Coalition.  

2019 / 2020

2019-S.B. No. 1078 was introduced but did not pass. Public Hearing.

2020-S. B. No. 395 & the legislative session were put on hold due to the pandemic.

2021

Doula Scope of Practice Working Group: DPH convened a group of doulas & other professionals. The group provided insight & recommendations as it relates to Doula Certification.


Public Act 21-35 - This legislation recognizes the definition of ‘doula’ [as] a trained, non medical professional who provides continuous physical, emotional and informational support to a pregnant person during the antepartum and intrapartum periods and up to the first six weeks of the postpartum period. The Commissioner of Public Health shall conduct a study to determine whether the Department of Public Health should establish a state certification process by which a person can be certified as a doula.

2022

Public Act 22-58 - Doula Scope of Practice Working Group: The Commissioner of Public Health shall establish a Doula Advisory Committee that shall develop recommendations for (1) certification and certification renewal of doulas, including, but not limited to training experience or continuing education requirements, and (2) standards for recognizing doula training program curricula that are sufficient to satisfy the requirements for doula certification..

2023

Public Act 23-147 - Doula Advisory Committee and Training Program Review Committee: The Doula Advisory Committee shall establish a Doula Training Program Review Committee. Such a committee shall (1) conduct a continuous review of doula training programs, and (2) provide a list of approved doula training programs in the state that meet the requirements established by the Doula Advisory Committee. ENT Founding Director, SciHonor Devotion sits on this advisory committee. 

2024

ENT Founding Director SciHonor Devotion was invited to participate in the Maternal Health Task Force convened by the Connecticut Department of Health. The goal is to review and solidify a Maternal Health Strategic Plan for the state and develop the Maternal Care Report Card that was put into legislation as part of Public Act 25-168 Section 124. The report card will be used to evaluate maternity care at hospitals and birth centers across the state.  

2024

ENT Founding Director SciHonor Devotion was invited to participate in advancing maternal health equity for people of color in Connecticut through an initiative of the Connecticut Health Foundation, with implementation support from Yale University’s Equity Research and Innovation Center (ERIC) and Global Health Leadership Initiative (GHLI). The goal is to create a blueprint that will close the gap in maternal health outcomes using evidence-based strategic actions that can be used by the state in the coming years. Maternal Health Equity: A Blueprint for Connecticut was published November, 2025. 

Perinatal Bill of Rights for Black Families

This Perinatal Bill of Rights for Black Families serves as a foundational guide that can be used to create an inclusive and respectful environment during pregnancy, childbirth, and the postpartum period. 


Healthcare providers are encouraged to adopt anti-racist practices, provide patient-centered care, and ensure transparency, competence, and cultural respect. Legislators can utilize these rights to shape legislation addressing healthcare disparities, ensuring equity and promoting anti-racist practices. Community members can build supportive environments prioritizing accessible healthcare and holistic well-being, thereby reducing disparities. Organizations, including healthcare institutions, can adopt these principles to guide practices that foster cultural sensitivity and diversity, and address systemic issues to achieve health equity. 


Lastly, Black Families can refer to this Perinatal Bill of Rights written specifically with them in mind to feel more confident in asserting their autonomy, demanding equitable care, navigating healthcare systems, and safeguarding themselves against unjust practices. Your experiences are real. Your concerns are valid. Your family at Earth’s Natural Touch: Birth Care & Beyond is with you. We see you. We hear you. And we will continue to support, and fight for you.
